Micro Small & Medium Industries contribute significantly
(to the extent of 40%) in the industrial production of India. they
produce a variety of products ranging from traditional to high
tech. although the volume of production from
Micro Small & Medium
Industries is quite large, quality of the product, productivity,
energy and environmental issues have always been a concerned.
these concern have accentuated with opening of economy where
productivity and quality play a major role for the survival of the
Micro Small & Medium Industry. In this background, Ministry of
Micro Small & Medium Enterprises,
through office of Development Commissioner (MSME) took timely step
launching scheme "integrated technology up gradation and
management program" (UPTECH) in 1998, which has now been
renamed as " Small industry Cluster Development Program".
Scheme applies to any Cluster of industries where there is
commonality in method of production, quality control and testing,
energy conservations, pollution control etc.. Among units of
Cluster. while taking care of the modernization and technological
needs of Cluster, it covers comprehensive range of issues related
to technology up gradation, improvement of productivity energy
conservation, environmentally friendliness, product
diversification skill up gradation and market development.

Exclusively for cluster of industries.
To carry out technology status and needs studies
of identified clusters.
To Scout for and identify appropriate technologies
and their providers.
To facilitate contract/need based research, if
any, required to adapt available technology to specific needs of
end users.
To promote and facilitate demonstration of
technologies to target groups of small enterprises.
To promote and facilitate delivery of technology
from its producer to recipient user.
To promote the assimilation and its diffusion of
identified technology across Cluster of small enterprises.

Conducting diagnostic study of cluster
Carrying out industries related R&D, if
needed.
Setting up of new technology plants.
Setting up of a common facility center, if
required.
Training of users.
Seminars, workshops, study visits for quick
dissemination of technology among industries of Cluster.
Amount
of Financial Support
Amount of financial support is not fixed but
varies from project to project.
Progress
Eight projects of diverse products spread all over
country were taken up initially under UPTECH program. These cover
products such as, Tiles, Bulk Drugs and formulations, Neem based
products, Foundry and forging Industries, Fruit processing industries,
Pottery industry, Hydrogenated oils, etc. till date, 25 projects
have been sanctioned under UPTECH (including four sectoral
national programs.
